WT Partnership was appointed to provide full Cost Planning and Management Services for the main passenger terminal complex.

We provided a team of qualified Quantity Surveyors and Services Cost Engineers to prepare detailed Cost Plans to establish project budgets for the main terminal building, contact pier and satellite building.

Having established the project budgets, our ongoing role required reviewing the design as it progressed towards completion, to verify that the project budgets were maintained.  During this period, we also provided advice to the KLIAB on tendering procedures and documentation requirements.

The contracts were tendered on a ‘design completion and build’ basis.  WT Partnership was appointed to conduct a review of the tenders received from a range of International and local Malaysian contractors.  Included in this review we had to analyse the scope of works and assess value for money in the respective tender submissions.

WT Partnership was also commissioned to provide:

  • Post-contract administration services
  • Preparation of progress claims
  • Valuation of contract variations
  • Resolution of contractual claims
  • Preparation of final accounts

The project had a Budget of US$1 billion in 1992 and ran for 6 years.
