Elf graduated from the Hong Kong Polytechnic University in 1990 with a Professional Diploma in Quantity Surveying. Elf has been a member of both HKIS and RICS since 2001. He is also a Registered Professional Surveyor.

With over twenty years’ experience in quantity surveying industry, he has been employed by consultants, client organisations and contractors.

Elf joined WT Partnership in 2012 and has worked on a variety of projects in both private and public sector.  He has extensive experience in cost planning and estimating, tender and contract document preparation, post contract administration and cost control.

Elf also is a member of CIOB, AIB and ACostE.
